Why do we say “Run out of steam”?

To lose energy or momentum and slow to a stop.

The story

A steam engine runs only as long as its fire boils enough water. Let the fire sink too low and the engine slows, then stops. Americans were using the picture for people by the late 1800s: an Iowa newspaper in 1898 hoped a nonstop talker “would run out of steam.”
