The story
“To the nines” first meant “to perfection,” with no clothes involved; a Scottish poet used it that way in 1719, and Robert Burns used it later. Nine was a grand old number, as in the Nine Muses. Popular stories about nine yards of cloth or a smart army regiment don’t fit the dates. No one knows for sure.
