Why do we say “Bells and whistles”?

Fancy extra features, nice to have but not essential.

The story

In the 1800s the phrase was literal: the bells and whistles on trains, streetcars and steamboats. Theater organs like the Mighty Wurlitzer later came loaded with sound-effect “toys,” bells and whistles among them, fun but not essential. No one knows for sure which gave us today’s meaning, but a 1963 classified ad already promised “all the bells and whistles.”
