The story
On a two-way radio, only one person can talk at a time. Saying “over” means “I’m finished, your turn.” Saying “out” means “I’m finished, and this talk is over.” So “over and out” technically contradicts itself. Hollywood and radio scriptwriters liked the sound of it, and it stuck, even though real radio operators tend to wince.
