The story
Anglers once kept live bait in small metal cans with a lid and handle. Open one, and the worms wriggle out and are hard to get back in. A 1914 novel has an angry angler empty “the can of worms upon the bank,” and by 1951 American newspapers were calling a knotty problem “a can of worms.”
