Why do we say “Say what you mean”?

Speak plainly so others know exactly what you think.

The story

Its most famous outing is the Mad Tea Party in Lewis Carroll’s Alice’s Adventures in Wonderland. The March Hare tells Alice, “Then you should say what you mean.” She insists that meaning what she says is “the same thing.” The Hatter scoffs that she might as well claim “I see what I eat” equals “I eat what I see.”
