Why do we say “Red tape”?

Fussy rules and paperwork that slow everything down.

The story

For centuries, legal and government papers were tied up in bundles with real red tape, and many still are. A Maryland record from around 1700 mentions a map sealed “with Red Tape.” By 1838, the novelist Edward Bulwer-Lytton was sneering at a “red-tape minister,” and the ribbon became shorthand for all that slow, paper-shuffling fuss.
